Advertising bikes, vans and street teams in Bilbao
All commercial advertising in public space is banned as a rule. Exceptions are "exceptional" and depend on what you offer the council.
| Format | Status | The rule |
|---|---|---|
| Advertising bikes | Banned | Caught: "vehículos y caravanas publicitarias" fall within the general ban (art. 104). |
| Vans moving in traffic | Banned | Banned as a general rule; exceptional authorisation only (art. 104). |
| Parked advertising vehicles | Banned | Banned as a general rule (art. 104). |
| Sign-holders | Banned | "Reclamos vivientes" (people as living adverts) banned as a general rule (art. 104). |
| Street promoters | Banned | Banned as a general rule (art. 104). |
| Leaflets | Banned | Printed material banned as a general rule (art. 104). |
Also worth knowing
- Any authorisation needs 15 days' notice and is weighed against common use of the street (art. 104).
- The "excepcionalísima" authorisation of commercial advertising depends on the "contraprestaciones" the advertiser offers the council, never below the standard fee. Advertising linked to public bodies is free (art. 106).
- The city still publishes the 2010 text as current, with no amendments listed (checked Nov 2026). A 2026 terraces ordinance does not touch these articles.
Bilbao makes our point in its own words. Commercial advertising in the street is forbidden, except when the council decides otherwise and the advertiser makes it worth the council's while, while public bodies advertise for free. The rule is about who benefits, not about what happens on the pavement.
