Advertising bikes, vans and street teams in Valencia
Vans need a licence. Bikes in practice can't get one. People may not be used as walking billboards.
| Format | Status | The rule |
|---|---|---|
| Advertising bikes | Banned | Effectively impossible. The licence needs vehicle registration and ITV papers a bike can't have (art. 1.4, 19.2.f; mobility ordinance art. 32.6). |
| Vans moving in traffic | Conditions | Licence (art. 17) plus a favourable traffic-service report. Must not operate by parking (art. 13). |
| Parked advertising vehicles | Banned | Advertising by parking the vehicle or trailer is not allowed (art. 13). |
| Sign-holders | Banned | Using a person purely as the carrier of the message is banned (art. 3.5). |
| Street promoters | Not mentioned | Not found. |
| Leaflets | Conditions | Annual authorisation, 15 days ahead. Not before 10:00, not from vehicles or on public transport (2014 ordinance arts. 159–162). Fine up to €1,500. |
Also worth knowing
- Amplified advertising limited to shop hours or special authorisation (art. 16).
Valencia gets the parking line right, but its licence was built for motor vehicles and shuts out bicycles entirely, and it treats a person with a sign as the problem. Name the bicycle, drop the ITV requirement for it, and regulate sign-holders by space and conduct.
